These rights are not only the focus of scholars but also attract the attention of ordinary individuals. A citizen, as a member of a society, is a person who possesses rights and duties in relation to this role. Attention to citizenship rights in any society strengthens the foundation, legitimacy, and continuity of the political system governing that society. Citizenship rights encompass various dimensions such as social, political, judicial, and cultural, and the extent and quality of benefiting from them in each society constitute indicators of development and elements of good governance. In Iran, the rights of citizens have been set forth in the Holy Qur’an and in the text of the Constitution. In this article, an attempt will be made to analytically critique and examine the foundations and instances of citizenship rights within the Iranian legal system. The existing laws and enactments in the field of citizenship rights in Iran contain numerous positive and negative aspects, and addressing these aspects serves as a turning point in restoring the concept of citizenship and citizenship rights. In each section, the author, while presenting the foundations and instances of citizenship rights based on divine scripture and the Constitution, has provided a critical analysis of them.</p> <p>یکی از موضوعات مهم در بحث حقوقی، حقوق شهروندی است. این حقوق  نه تنها مورد توجه دانشمندان بلکه مورد توجه افراد عادی نیز می‌باشد.  شهروند به عنوان عضو یک جامعه، فردی است که دارای حقوق و وظایفی در ارتباط با این نقش است. توجه به حقوق شهروندی در هر جامعه‌ای باعث قوام، مشروعیت و استمرار نظام سیاسی حاکم برآن جامعه خواهد بود.  حقوق شهروندی دارای ابعاد گوناگونی نظیر: اجتماعی، سیاسی، قضائی و فرهنگی می‌باشد و چگونگی کمیت و کیفیت بهره مندی از آن در هر جامعه از شاخصه‌های توسعه و از مولفه‌های حکمرانی خوب می‌باشد. در کشور ایران، حقوق شهروندان درقرآن کریم و متن قانون اساسی بیان شده است. در این مقاله تلاش نمودیم تا با نگاهی تحلیلی به نقد و بررسی مبانی و مصادیق حقوق شهروندی در نظام حقوقی  ایران  پرداخته شود.  قوانین و مصوبات موجود در زمینه حقوق شهروندی ایران، حاوی نکات مثبت و منفی زیادی است و پرداختن به این نکات نقطه عطفی در بازیابی مفهوم شهروندی و حقوق شهروندی است. نگارنده در هر قسمت ضمن بیان مبانی و مصادیق حقوق شهروندی بر اساس کلام الهی و قانون اساسی به تحلیل انتقادی آن‌ها پرداخته است.</p> https://www.jecjl.com/index.php/jecjl/article/download/336/216
