The research method is qualitative content analysis based on a thematic exegesis approach. The findings indicate that Surah An-Nur presents a systematic, balanced, and comprehensive framework grounded in several key principles. First, it emphasizes the equal and shared responsibility of both women and men in preserving the moral boundaries of the individual and society, as reflected in the parallel commands of verses 30 and 31 and in legal rulings such as the punishment for false accusation (qadhf). Second, it offers multi-level strategies across three domains: the individual domain (self-purification, control of gaze and speech), the familial domain (promotion of accessible marriage, religious upbringing, and parental supervision), and the social domain (enjoining good and forbidding evil, equitable legislation, and cultural promotion of respect for privacy). Third, it prioritizes preventive strategies—through regulating visual conduct, facilitating marriage, and observing social etiquette—over purely punitive measures. Fourth, it portrays women as active and constructive agents serving as models of chastity, central figures in family-based moral education, and participants in fostering a healthy social environment. The final conclusion demonstrates that, from the Qur’anic perspective, moral integrity is a collective phenomenon arising from the responsible interaction of all social institutions, in which the establishment of “moral security” is pursued through education, the creation of a healthy environment, and just legislation, rather than by imposing responsibility upon a single gender. This study provides a framework for cultural policymaking and for responding to contemporary misconceptions.</p> <p>این پژوهش با هدف تبیین دیدگاه قرآن کریم درباره سلامت اخلاقی جامعه و استخراج راهکارهای مقابله با انحرافات، به تحلیل محتوای سوره نور می‌پردازد. روش تحقیق، تحلیل محتوای کیفی با رویکرد تفسیر موضوعی است. یافته‌ها نشان می‌دهد که سوره نور با ارائه‌ای نظام‌مند، رویکردی متوازن و جامع دارد که مبتنی بر چند اصل کلیدی است: نخست، تأکید بر مسئولیت مشترک و یکسان زن و مرد در حفظ حریم اخلاقی فرد و جامعه، که در خطاب‌های موازی آیات ۳۰ و ۳۱ و قوانینی مانند حد قذف تجلی یافته است. دوم، ارائه راهکارهای چندسطحی در سه عرصه فردی (تهذیب نفس، کنترل نگاه و زبان)، خانوادگی (ترویج ازدواج آسان، تربیت دینی و نظارت والدین) و اجتماعی (امر به معروف و نهی از منکر، قوانین عادلانه و فرهنگ‌سازی برای رعایت حریم خصوصی). سوم، اولویت‌دادن به راهبرد پیشگیری (از طریق مدیریت نگاه، تسهیل ازدواج و آداب معاشرت) بر برخوردهای صرفاً کیفری. چهارم، ترسیم نقش فعال و سازنده زنان به عنوان الگوی عفت، محور تربیت در کانون خانواده و مشارکت‌کننده در سالم‌سازی فضای اجتماعی. نتیجه‌گیری نهایی حاکی از آن است که سلامت اخلاقی از منظر قرآن، پدیده‌ای جمعی و حاصل تعامل مسئولانه تمام نهادهای جامعه است که در آن، تأمین «امنیت اخلاقی» با تکیه بر تربیت، ایجاد محیط سالم و قانون‌گذاری عادلانه و نه تحمیل بار مسئولیت بر یک جنس خاص، دنبال می‌شود. این پژوهش الگویی برای سیاست‌گذاری فرهنگی و پاسخ به شبهات معاصر ارائه می‌دهد.</p> https://www.jecjl.com/index.php/jecjl/article/download/549/380
