The Consequences of Goods Smuggling for Iran’s Economy

Goods smuggling is a multidimensional and pervasive phenomenon that has confronted Iran’s economy with serious challenges. Owing to Iran’s geographical conditions and extensive borders, this phenomenon continues to provide opportunities for many individuals to earn illicit profits. Despite the enactment and amendment of laws, the imposition of civil and criminal sanctions, and revisions to relevant policymaking approaches, goods smuggling continues to expand and persist. This study aims to examine and analyze the consequences of goods smuggling for Iran’s economy. The research question is: How does goods smuggling affect Iran’s economy? The findings indicate that smugglers disrupt gross domestic product growth, weaken domestic manufacturing industries, reduce economic growth, increase inflation and unemployment, contribute to national capital flight and declining investment, increase government expenditures, expand the underground economy, and raise the costs of formal imports. These effects occur through the evasion of tariffs and taxes; the depletion of foreign exchange reserves; the inefficient use of scarce resources; the bankruptcy of manufacturing enterprises; the establishment of parallel and illegal supply and distribution chains; the transfer of liquidity and capital to underground and concealed markets; money laundering and the weakening of financial-system transparency; the imposition of human, administrative, and logistical costs; capital outflows and the weakening of productive investment; the diversion of public financial resources toward the importation of goods; the misuse of preferential foreign exchange for imports; and the creation of numerous informal-sector jobs lacking insurance coverage and employment security.
